Modon Holding, developer of Wadi Yemm, was appointed master developer of Ras El Hekma in October 2024 as part of the broader Egypt–UAE agreement in which Abu Dhabi's ADQ committed roughly $35 billion to the site — one of the largest single foreign investment deals in Egypt's history.
